Below Revaluation Rate Adjustments Announced

Following a statement by Treasury and Finance Minister Mehmet Şimşek that some public fees would be raised below the official revaluation rate of 25.49%, new figures have been announced for so-called “valuable papers” such as passports and driver’s licenses. The increase has been set at around 19%, noticeably lower than the revaluation ceiling.

New Fees Published in the Official Gazette

The General Communiqué prepared by the General Directorate of Accounting of the Ministry of Treasury and Finance has been published in the Official Gazette. According to the communiqué, the 2026 fees for documents classified as valuable papers, including passports, driver’s licenses, family record books, and notary papers, have been increased by 19.01%.

With this adjustment, the fee for notary paper and declarations has risen to 149 lira, while protest notices, powers of attorney, and ex officio promissory notes now cost 298 lira. The residence permit fee has been set at 964 lira.

Passport and Driver’s License Costs Updated

The passport booklet fee has increased from 1,135 lira to 1,351 lira. Similarly, the driver’s license fee has gone up from 1,420 lira to 1,690 lira. Motor vehicle registration fees have also risen, moving from 1,270 lira to 1,511 lira.

ID Cards, Family Records, and Other Documents

For Turkish ID cards issued outside the legal notification period due to birth or personal information changes, the fee will be 220 lira. In cases of loss, the replacement ID card fee will be 440 lira.

The family record book fee has been set at 1,202 lira. Other updated fees include 1,261 lira for construction machinery registration certificates, 95 lira per cheque leaf for bank cheques, 220 lira for the Blue Card, and 964 lira for foreign work permits and work permit exemption documents.

Effective Date

All newly announced fees will come into force on 1 January 2026.
