Minister of Environment, Urbanization and Climate Change, Murat Kurum, stated that the Ministry is preparing a legal regulation regarding residential complex management companies. He said, “We will classify companies that provide site management services and establish an inspection system to monitor the entire sector.”
Monitoring System for Site Managements: Unjustified Fee Hikes to Be Penalized
Minister Murat Kurum emphasized that a legal framework is being prepared for companies managing residential complexes, stating:
“We will classify site management service providers. Not everyone will be able to say ‘I’m a management company’ — we will authorize them. We’ll establish an oversight system that will monitor the entire sector 24/7.”
Minister Kurum made these statements during the 5th Real Estate and Facility Management Summit held in Kızılcahamam, Ankara.
“We Are Closely Monitoring Developments in Site Management”
In his speech, Minister Kurum explained that the Ministry is closely following developments in the site management sector and is decisively implementing supportive and guiding steps.
He emphasized the rapid growth of the residential and facility management industry, saying:
“This sector improves our citizens’ quality of life. You are responding to the needs of people of all ages. You are providing a valuable service by taking responsibility for our homes, gardens, and security. In addition, you create employment and contribute to our economy.”
“We Will Penalize Unjust Increases in Dues”
Minister Kurum stated that a system is being implemented to monitor and inspect the entire sector 24/7:
“We will inspect all managements at least once a year. And not only the managements — we will also establish a system where residents can directly contact us. If they have a complaint, they will be able to request an inspection, and we will take immediate action. Let me emphasize this: we will support and encourage those who work hard and manage responsibly for the well-being of residents.
But for those who make wrongful decisions or impose unjust dues increases, we will enforce all necessary penalties on behalf of the public.”
“All Administrative Processes Will Be Digitized”
Minister Kurum also announced that the Ministry is working on a digital infrastructure for the site management sector:
“We will soon launch an electronic software system that will allow all operations in the sector to be carried out effectively in a digital environment. From now on, all administrative processes will be digitized. We will also strengthen data-driven decision-making processes.
Together, we will increase service speed and carry out initiatives that earn the appreciation of our citizens. I ask you to help reduce site dues and strengthen neighborhood relations. Let’s implement steps to improve residents’ well-being by managing services collectively and digitally, reducing unit costs while increasing service quality.
