Ministry of Culture and Tourism introduces ‘standards’ for mobile homes

Regulation Amending the Regulation on the Qualities of Tourism Facilities has been published in the Official Gazette. With the amendment, criteria for accommodation units called ‘mobile homes’ attached to motorized vehicles have been defined.

According to the changes made in the regulation on the qualities of tourism facilities, the term ‘mobile home’ is defined as “a vehicle subject to the Road Traffic Law, designed to be towed by a motorized vehicle with an O2 class type approval certificate in accordance with the relevant legislation, arranged as an accommodation unit, with living space, bed, and bathroom-toilet.” It is also stated that tourism investment certificates will not be issued for mobile homes, such as apart-hotels, private facilities, gastronomy facilities, and guesthouses.

An additional statement has been added after the first paragraph of Article 18 of the regulation: “Except for those explicitly allowed in the article specifying the qualities of the type, accommodation units of accommodation facilities, regardless of whether the mobility is eliminated, cannot be partially or entirely composed of mobile homes. Document requests for these facilities will be rejected.”

It is specified in the regulation that facilities where mobile homes will be located will consist entirely of mobile homes, with a minimum of five and a maximum of forty-nine accommodation units, and will be arranged in areas designated for camping or rural/eco-tourism uses in zoning plans, except for allocated public properties. The criteria for these facilities are defined as follows:

CRITERIA FOR MOBILE HOMES

– A minimum area of ​​two hundred and fifty square meters per accommodation unit (mobile home).

– The facility area will be illuminated by arrangements such as fences, walls, greenery, isolating it from the surroundings.

– There will be a parking lot, reception-administration unit at the entrance, with one vehicle per accommodation unit.

– All mobile homes must have a registration document issued in the name of the property owner, document holder, or operator.

– Accommodation units will be designed to receive natural light, decorated to provide comfortable use with appropriate furnishings, and equipped with bedding, one pillow per person, pillowcase, sheet, blanket or duvet according to climate conditions, safe, minibar, equipment, and service materials for preparing hot drinks, general lighting, socket, trash can, curtain, or similar arrangement. Bathrooms will have sanitary ware, faucet, shower equipment, mirror, socket, trash can, soap, shampoo, and hand and bath towels. Each accommodation unit can accommodate two people.

– In these facilities, if a restaurant, à la carte restaurant, cafeteria, bar lounge, pastry salon, cafe, and breakfast room are arranged under the scope of the fifth paragraph of Article 14, the total capacity of these units cannot exceed one hundred people, and meeting rooms and multipurpose halls cannot be built.

– There can be no arrangement that eliminates the mobility of accommodation units in these facilities.

– A registration document must be presented in the application for tourism business license for these facilities. As of the application date, a valid technical inspection under Law No. 2918 is mandatory. After obtaining the tourism business license, a valid inspection certificate indicating that technical inspections have been carried out must be submitted to the Ministry.

New regulation for pools of a single accommodation facility

With the addition of a subclause to the V clause of the fifth paragraph of Article 14 of the regulation, conditions such as bar area including buffet service, dressing room, shower, separate toilets for female and male customers, lifeguard, and children’s pool have been removed for private swimming pools arranged to serve a single accommodation facility in tourism facilities.
