Updated Tariff to Take Effect in 2026 – Turkey’s Ministry of Energy and Natural Resources is preparing to implement changes to the “last resort supply tariff,” which was introduced for the first time this year. The updated regulation is set to come into force on January 1, 2026, bringing a significant revision to how household electricity consumption is calculated and billed.
Under the new framework, the annual electricity consumption threshold used for tiered pricing will be reduced from 5,000 kilowatt-hours to 4,000 kilowatt-hours. This means households with an average monthly consumption above 333 kilowatt-hours, corresponding to roughly TRY 984, will be charged at a higher tariff starting in the new year.
About 2.5 Million Households Directly Impacted
High-consumption households will transition to the upper tariff, where electricity is billed at its actual cost. This transition will not occur simultaneously for all users but will depend on the month in which the annual consumption limit is exceeded.
Out of nearly 43 million electricity subscribers nationwide, only about 6 percent, or approximately 2.5 million households, will be directly affected by the change.
For example, if a household exceeds the 4,000 kilowatt-hour annual limit in October 2025, it will be billed under the higher tariff starting January 1, 2026. On the other hand, households that cross the threshold by December 31, 2025, will move to the upper tier beginning March 1, 2026.
Applications Available via e-Devlet
Households in rural areas or informal housing, where two separate families live in independent units but share a single electricity meter, will still be able to benefit from electricity support. These households can apply through the Ministry of Family and Social Services to continue receiving assistance.
Applications can be submitted via the “Social Assistance Application Service” section on the e-Devlet platform.
Electricity Suppliers Begin Sending Warnings
Electricity retail companies have already started sending notification messages to subscribers who have exceeded the 4,000 kilowatt-hour annual consumption limit this year.
The messages inform consumers that their usage has surpassed the last resort supply tariff threshold and remind them that they may exercise their right to become a free consumer by signing an agreement with licensed suppliers listed on the Energy Market Regulatory Authority’s website. Subscribers can also track their annual electricity consumption directly on their bills.
