Real Estate Turkey: Property Tax Hike Awaiting Final Decision

"Share this post on social media, spread the news"

The debate over Turkey’s property tax is heating up after new land and housing values, set by appraisal commissions, skyrocketed by more than tenfold in some regions. Since property tax revenue flows entirely into district municipalities, the controversy quickly turned into a discussion of who exactly is behind the sharp increases.

Who Decides Property Tax Values?

By law, property values that serve as the basis for taxation are determined every four years by appraisal commissions. These commissions are not controlled solely by municipalities; they are made up of representatives from municipalities, the treasury (defterdarlık), land registry offices, chambers of commerce, and local muhtars.

That means the sharp increases seen in some districts cannot be pinned only on local governments, even though many headlines suggested otherwise.

Possible Solutions on the Table

The sharp hikes have triggered political and legal discussions. The ruling AK Party is working on a legal amendment to limit the impact of extreme increases. However, the president already holds the authority to extend existing valuation periods for another four years, which would automatically reduce the increases by tying them only to the official revaluation rate. In this case, the tax rise would be far less painful and could be implemented without a law change.

Meanwhile, the opposition CHP has submitted a bill to parliament aiming to cap the hikes. Their proposal suggests that if the new land and property values exceed a 50% increase compared to the previous term, the additional tax should be limited. CHP argues that the massive increases—sometimes up to 1000%—do not reflect the true market value of properties and violate constitutional principles of fairness and proportionality in taxation.

Legal and Political Alternatives

Experts point out several potential solutions:

Why It Matters Beyond Property Tax

The new valuations don’t just impact annual property tax. They also affect several other financial obligations, including:

In short, soaring property values could raise the cost of owning, transferring, and selling real estate across Turkey.

Citizens’ Reactions and Timeline

Because the new tax payments would start in 2026, there is still roughly four months left for lawmakers or the president to intervene. Many homeowners are anxiously waiting, as experts warn that failing to challenge unfair valuations in time could mean paying inflated taxes for the next four years.
