Navi Pillay, chair of the UN Independent International Commission of Inquiry on the Occupied Palestinian Territory, revealed the report’s conclusions in an exclusive interview with Al Jazeera. She pointed directly at Israel’s leadership, naming President Isaac Herzog, Prime Minister Benjamin Netanyahu, and former Defence Minister Yoav Gallant as key figures whose decisions and orders paved the way for devastating consequences. Pillay stressed that since these leaders acted as state officials, the responsibility for genocide falls on the State of Israel itself under international law.
The commission based its conclusion on both the public statements of Israeli officials and evidence gathered in Gaza. The report states that Israeli authorities and security forces displayed a clear genocidal intent to destroy Palestinians, either in whole or in part. This intent, according to the investigation, was demonstrated not only in rhetoric but also in large-scale military actions targeting Gaza’s population.
Israel’s response was swift and uncompromising. The Ministry of Foreign Affairs branded the report as “fake” and accused the commission of spreading Hamas propaganda. In a statement posted on X, officials dismissed the findings as biased and demanded the commission’s immediate dissolution.
