Bolu Municipality Declares War on Littering: Fines Soar Over Tenfold and Salary Deductions Introduced

The Bolu Municipality has dramatically increased the fines for littering and cigarette butt disposal, raising penalties from 14,000 TL to 152,895 TL. Mayor Tanju Özcan also announced that smoking in children’s playgrounds will soon be completely banned.

New Regulations and Expanded Authority

During a recent municipal council meeting, Bolu Municipality approved a revision of the Municipal Orders and Prohibitions Regulation to align with modern standards. The amendment, passed unanimously, expands the authority of the municipal police (Zabıta) to enforce public order and protect urban aesthetics.

Strict Penalties for Littering

Under the updated regulation, anyone caught throwing cigarette butts or garbage on the ground will now face a fine of up to 152,895 TL — more than ten times the previous penalty. The municipality stated that the move aims to promote environmental awareness and keep the city clean.

Salary Deductions for Municipal Workers

Mayor Tanju Özcan emphasized a zero-tolerance policy during the meeting, particularly in areas frequented by children. “We are proposing a full ban on smoking in areas where children’s parks are located,” he said. “For those who violate the rules — including municipal employees who litter, spit, or smoke near playgrounds — we suggest a penalty equivalent to one full month’s salary.”
