Election in Turkey: Opposition announces roadmap of transition to strengthened parliamentary system

The Nation’s Alliance has announced the roadmap for the transition to a Strengthened Parliamentary System. The roadmap consists of 11 items. The Nation Alliance announced its Kemal Kılıçdaroğlu as presidential candidate, after the crisis last week. The 5 general leaders of the alliance will also be Vice-Presidents. On the other hand, the roadmap of the transition process to the Parliamentary System was also shared.

The “roadmap of the transition process to a Strengthened Parliamentary System” announced by the Nation Alliance is as follows:

As the heads of the political parties forming the Nation Alliance, we have reached an agreement on the Roadmap of the Transition Process to a Strengthened Parliamentary System as follows:

1. During the Transition Process, we will govern Turkey by consultation and consensus within the framework of the constitution, law, separation of powers, balance and supervision principles in accordance with the reference texts we have agreed with the principles and objectives of a Strengthened Parliamentary System

2. The Constitutional amendments related to the transition to a strengthened Parliamentary System will be completed and entered into force as soon as possible by the structure of the Turkish Grand National Assembly, which will emerge in the general elections.

3. During the Transition Period, the heads of the parties included in the National Alliance will be Vice-Presidents.

4. The distribution of the ministries will be determined according to the number of deputies elected by the political parties forming the Nation Alliance in the general parliamentary elections. Each of the alliance parties will be represented in the cabinet with at least one minister. Policy Boards and offices within the Presidency established in parallel with the ministries will be abolished.

5. The appointment and dismissal of ministers will be carried out by the President in agreement with the chairman of the political party to which they belong

6. During the Transition Process, the President will exercise his executive authority and duty in accordance with the principles of participation, consultation and reconciliation.

7. The distribution of powers and duties to the Presidential Cabinet (Vice-Presidents and Ministers) will be determined by a Presidential decree to be issued within the framework of the Constitution and laws

8. The President will take decisions on the renewal of elections, declaration of State of emergency, national security policies, Presidential Decisions, Decrees and general regulatory procedures, as well as high-level appointments in agreement with the heads of the parties included in the National Alliance.

9. Coordinated mechanisms will be established to enable the implementation of legislative activities during the Transition Process

10. With the completion of the transition process to the strengthened parliamentary system, the current President’s membership in the political party – if any – will end.

11. Without the need for a new election after the transition to a strengthened parliamentary system. 13th President and the Parliament will complete their term of office.

12. The Mayors of Istanbul and Ankara Metropolitan Municipalities will be appointed as Vice-Presidents at the time deemed appropriate by the President of the Republic and with defined duties.
