Ministry of Treasury and Finance announces “Revaluation Rate” for 2024: New Tax, Fee, and Fine Increases in new-year

The revaluation rate for 2024 has been announced as 43.93%. This rate will apply to a range of taxes, fees, and fines in the coming year. According to a recent communiqué published in the Official Gazette by the Ministry of Treasury and Finance, various charges such as income tax, vehicle tax (MTV), vehicle inspection fees, real estate taxes, and traffic fines will be increased in 2024.

Income Tax Brackets for 2025:

Up to 158,000 TL: 15%
158,000 TL – 330,000 TL: 20%
330,000 TL – 1,250,000 TL: 27%
1,250,000 TL – 4,300,000 TL: 35%
Over 4,300,000 TL: 40%

Motor Vehicle Tax (MTV): The MTV for vehicles will rise according to the revaluation rate. For cars with engine sizes up to 1300 cc, the minimum MTV will increase from 3,359 TL to 4,835 TL. For vehicles with engine sizes between 1301-1600 cc, the minimum tax will increase from 5,851 TL to 8,421 TL. Vehicle inspection fees will also rise from 1,821 TL to 2,621 TL.

Traffic Fines: Traffic fines will also increase. Key fines for 2025 include:

Using a mobile phone while driving, running a red light, or failing to get a vehicle inspection: 2,168 TL (previously 1,506 TL)
Driving without a vehicle registration: 9,267 TL (previously 6,439 TL)
Not wearing a seatbelt or parking violations: 993 TL (previously 690 TL)
Occupying a disabled parking space: 1,986 TL (previously 1,380 TL)
Not having winter tires: 5,856 TL (previously 4,069 TL)
Driving under the influence of alcohol (first offense): 9,267 TL (previously 6,439 TL)

Other Fees:

Passport Fees: Passport fees will also increase. For a passport valid for 6 months, the fee will rise to 2,359 TL (from 1,639 TL). For a 1-year passport, the fee will increase to 3,448 TL, and for a 3-year passport, it will rise to 8,000 TL.
Driver’s License Fees: The fee for a B-class driver’s license will increase from 3,945 TL to 5,678 TL, while the A-class driver’s license fee will rise from 1,308 TL to 1,883 TL.
Foreign Travel Exit Fee: The foreign travel exit fee will rise to 719.65 TL.
Mobile Phone IMEI Registration Fee: For foreign phones brought into the country, the IMEI registration fee will increase significantly to 45,614 TL in 2025, up from 31,692 TL in 2024.

These increases are based on the revaluation rate, reflecting the overall rise in inflation and cost of living in Turkey.
