White House announces details of meeting with Russia in Ankara

The White House announced that the meeting between the CIA and the Russian Foreign Intelligence Service (SVR) in Ankara was focused on keeping mutual communication channels open between the United States and Russia to prevent miscalculations.

John Kirby, Strategic Communications Coordinator of the US National Security Council, discussed the issues on the agenda at a press conference held by teleconference method.

In reply to the question whether talks hosted by the Turkish National Intelligence Organization (MIT) between CIA director Bill Burns and Russian Foreign Intelligence Service (SVR) President Sergey Nariskin were held to start negotiations between Russia and Ukraine.

IMPORTANCE OF DIPLOMATIC NEGOTIATIONS

Kirby, highlighted the importance of diplomatic negotiations, adding ZELENSKIY could make the decision in regards and the Ukrainian leader was not ready for such a decision while Russiam missile attacks continued. Kirby also reiterated that the United States would not discuss issues such as the future of Ukraine and the end of the war with Russia without Ukraine. Kirby said that Burns had met with his Russian counterpart in Ankara to keep the communication channels between Moscow and Washington.

RUSSIA’S DOCTRINE A NUCLEAR WAR CANNOT BE WON

On the other hand, Kirby recalled that Russia emphasized in its strategic weapons doctrine that a nuclear war could not be won, and therefore it was necessary not to get into such a war, noting that the United States also agreed on this. Kirby also noted that it was “irresponsible” for Moscow to threaten to use nuclear weapons from time to time, and therefore the United States cared about keeping communication channels open.
