Finance Minister Şimşek: “700 thousand landlords who do not declare their rental income are being fined”

Turkish Finance Minister Mehmet Şimşek announced that approximately 700,000 landlords who earn rental income but have not yet filed their tax returns have been identified. He stated that the information regarding these taxpayers would be sent to the relevant tax offices for penal actions.
Şimşek mentioned that after reminders, 95,989 taxpayers declared 18.3 billion TL in income and 1.2 billion TL in taxes during the tax return period. However, around 700,000 taxpayers still did not file their returns despite notifications. As a result, information on these taxpayers has been forwarded to tax offices for penalties.
He also explained that the Revenue Administration (GİB) has implemented several measures to detect and inform those who must declare rental income. These measures include mandatory payment of rent through bank accounts for properties above a certain rent threshold and for short-term rentals like daily and weekly stays.
Tax notices amounting to approximately 153.4 million TL issued
Şimşek emphasized the importance of selecting “rent payment” as the reason when sending rent payments and mentioned that over 1.5 million properties were evaluated for potential rental income, with physical inspections conducted at more than 400,000 addresses. As a result of these inspections, tax notices amounting to approximately 153.4 million TL were issued.
Efforts to reduce tax evasion to continue to combat the informal economy and ensure tax fairness
Additionally, he noted that around 46,000 taxpayers voluntarily declared 200.7 million TL in income tax after the inspections. Şimşek reiterated that taxpayers could still benefit from the provisions of the Tax Procedure Law by filing their returns voluntarily before the penal process begins, avoiding tax penalties. He emphasized that efforts to reduce tax evasion would continue as part of the broader strategy to combat the informal economy and ensure tax fairness.
