Taxi Payment Rules in Turkey 2026 – Mandatory Fiscal Devices & Card Payments

Taxi drivers in Turkey must now issue a receipt for every ride under the new fiscal device regulation.

A new system has officially started for taxis across Turkey. With the introduction of the Taxi Fiscal Device, both taxi drivers and passengers now face strict rules regarding receipts and payment records.

According to a regulation published in the Official Gazette by the Ministry of Treasury and Finance’s Revenue Administration, the use of these fiscal devices is now mandatory in taxi transportation.

Every Ride Will Be Recorded

Under the new regulation, traditional taximeters will no longer operate independently.

Instead, they will work together with a synchronized fiscal device. This system automatically records every ride and generates a receipt or electronic document at the end of the trip.

Manual entries are not allowed, meaning the system records all transactions directly.

All Card Payments Through One Device

The new system also changes how card payments are handled.

External POS devices previously provided by banks will no longer be used by taxi drivers. Instead, all payments—including card transactions—must be processed through the new fiscal device integrated with the taximeter.

Passengers Must Take Their Receipt

One of the biggest changes affects passengers.

After a taxi ride, passengers are now required to take the receipt issued at the end of the trip. Leaving the taxi without receiving the receipt can lead to an administrative fine.

For 2026, the penalty for not taking a receipt is approximately 8,700 TL.

This penalty falls under the “failure to obtain documentation” rule in the Turkish Tax Procedure Law. If a consumer is found to have received a service without taking the required receipt or document, a fine is imposed.

The same rule applies to documents such as invoices, retail receipts, expense vouchers, professional service receipts, payment register slips, and passenger transport tickets.

Each missing document may result in an 8,700 TL fine, although the total penalty for a single person cannot exceed 87,000 TL within one calendar year.

Taxi Drivers Face Much Higher Penalties

Taxi drivers who fail to issue receipts face significantly heavier penalties under the same regulation.

If a driver is caught not issuing receipts, the fines increase with each violation. The first offense carries a 17,000 TL fine, and repeated violations can lead to penalties as high as 170,000 TL.

Authorities say the new system aims to improve tax transparency, prevent unrecorded income, and ensure that every taxi ride is properly documented.

ATTENTION: DEADLINES

Existing taxis across Turkey must start using the new Taxi Fiscal Device no later than 1 September 2026.

For new taxis or vehicles that replace their taximeter, the device must be installed within 30 days.

Certain special cases have a later transition date, with implementation beginning on 1 January 2027.
