The money to be paid for city hospitals is more than the budget of five ministries

The payment to be paid to the four companies operating 13 city hospitals this year is 33 billion 769 million TL. This money is more than the budget of five ministries combined.

Rönesans Healthcare Investment, IC Içtaş, YDA, AKFENF companies had received the tender for the city hospitals built on the public-private cooperation (PPP) model. The government had calculated that in the Medium-Term Program (OVP), 14 billion 92 million TL would be paid to city hospitals as the rental price for 2022, and 7 billion 473 million TL would be paid as the service price.

In these build-operate-transfer model projects, various guarantees are given to the operating companies. In the case of city hospitals, this can be a guarantee of the number of patients. If guarantees cannot be secured, the state pays the difference to the operating company. Payments are mostly made on a foreign currency basis. Information such as the cost of city hospitals and the clauses of contracts signed with companies are not disclosed because they are considered a ‘trade secret’.
