Turkey’s opposition alliance designs road map for elections and parliamentary system

NATION ALLIANCE IN TURKEY

The efforts spent by People’s Alliance (ruling bloc) to weaken and disband the Nation’s Alliance seem to have failed, so far (based on commented by experts). On the contrary, it is observed that the Nation’s Alliance (headed by CHP and Good Party) have been working in a harmonious manner and DEVA and Future parties (both newly established by former top members of AK Party) also participate in related work conducted by the bloc.

The commission formed by the deputy chairpersons of 6 opposition party continues to work to determine the common principles. The board, which has already met twice, is scheduled to hold its third meeting in Ankara on October 5. It is very likely that the final form of the statement of common principles will be completed at this meeting.

A deputy who participated in the board meetings on behalf of the CHP shared following regarding said co-operation:

“There are consensus on many principles.  In order to build a strengthened parliamentary system, there has been an agreement on such principles as separation of powers, pluralism, human rights, rule of law, neutrality of the president, responsibility of the prime minister and ministers to the parliament, which form the basis of a democratic, secular system.”

The Nation’s Alliance will not announce a draft constitution before the election. The principles in the joint statement, which will be announced with the signature of the heads of the The Nation’s Alliance and other parties participating in these studies, will set out the framework for how to make a constitution.

After the election is won by the candidate of The Nation’s Alliance, a board will be formed in which political parties, universities, non-governmental organizations, trade unions will participate. This board will draft a new constitution.

If the new constitution is approved by the people, the presidential system of government will be switched to a “strengthened parliamentary system”.

The new president will exercise his powers

“If the candidate of The Nation’s Alliance wins the election to be held under the current system, this person will use his powers during the transition period.

The new president will use his current powers to solve the country’s serious problems, urgently fix the destroyed state institutions, fulfil the promises made to citizens. At the same time, he/she will coordinate the work on the transition to a parliamentary system strengthened by the new constitution.”

On the other hand, the Nation’s Alliance will also evaluate the HDP’s (pro-Kurdish party) attitude document which is expected to be announced today. It will focus on the degree to which The Nation’s Alliance is in line with the principles on which it has agreed.
