Warning for Property Deed Holders: Delay the Deed, Pay Up to Three Times More

Experts are issuing a serious warning to property owners and homebuyers: anyone who fails to complete their title deed transactions by December 31, 2025 may face up to three times higher title deed fees and property taxes in the new year. A regulation set to take effect in 2026 could bring substantial additional costs for those who postpone their tapu (title deed) procedures.
A Critical Period for Millions of Homeowners and Buyers
Millions of homeowners, as well as those planning to purchase property, are entering a crucial phase regarding title deed fees and property tax regulations. According to the new framework, anyone who delays completing deed transfers until after the end of 2025 may encounter significantly higher financial obligations once the new system comes into force in 2026.
New Regulation Approved by Parliament
Under a regulation passed by the Turkish Grand National Assembly, a new upper limit will be applied to the taxable values of buildings and land starting in 2026. While this change is designed to restructure valuation limits, it is expected to substantially increase both property tax and title deed fees for those who delay their transactions.
Property Tax Values Could Triple
With the new system, the taxable value of buildings and land used for calculating property tax in 2026 will be capped at up to three times their 2025 assessed value. This is particularly important for buyers who have already purchased a property but have not yet completed the official title deed transfer.
Title Deed Fees Will Be Directly Affected
Since title deed fees are calculated based on the property’s tax-assessed value, any increase in that value will automatically raise the cost of deed transactions. Experts warn that the rise in assessed values will not only affect annual property taxes but will also significantly increase tapu fees.
Title Deed Costs Expected to Rise Sharply in 2026
Specialists note that title deed fees calculated after December 31, 2025 could be far higher than today’s figures. For this reason, property owners and buyers are strongly advised to complete their deed transactions before the end of 2025 to avoid major cost increases.
To put it into perspective, a property with a tax-assessed value of 3 million Turkish lira in 2025 could see that figure rise to as much as 9 million lira in 2026, potentially causing title deed fees to triple as well.
