Talks with Putin Amid Rising US Pressure

Bloomberg reported that President Recep Tayyip Erdoğan raised the possibility of returning the Russian-made S-400 air defense systems during a recent meeting with Russian President Vladimir Putin. According to the report, the issue was discussed last week on the sidelines of a meeting in Turkmenistan, at a time when pressure from Washington has been intensifying.

Sources familiar with the matter said the S-400 issue had previously been discussed by officials from both countries. While Turkey’s Presidency and the Ministry of National Defense have not commented, the Kremlin stated that no such request was made during the meeting.

Link to US Relations and F-35 Talks

Bloomberg noted that Erdoğan’s reported move coincides with renewed discussions over Turkey’s ties with the United States and its interest in rejoining the F-35 fighter jet program. The S-400 issue was also raised during Erdoğan’s September meeting with US President Donald Trump at the White House.

US Ambassador to Ankara Tom Barrack, a close ally of Trump, recently said Turkey is closer than ever to abandoning the S-400 systems and that the issue could be resolved within four to six months.

Analysts suggest that stepping away from Russian-made systems could significantly improve relations with Washington, potentially leading to the lifting of US sanctions on Turkey’s defense industry and reopening the path to F-35 access.

Background and Possible Refund Demand

Turkey purchased the S-400 systems during a period of strained relations with NATO allies, following disagreements that began under the Obama administration and deepened after the 2016 coup attempt. Ankara had previously sought to buy US-made Patriot systems but said Washington lacked commitment to finalizing the deal.

Sources say Turkey may also consider requesting a refund of the billions of dollars paid for the S-400s. NATO has long warned that operating the systems alongside Western aircraft could expose sensitive military intelligence to Russia. Turkey has stated that the systems are not currently active.

From S-400s to Sanctions

The United States removed Turkey from the F-35 program in 2019 over the S-400 purchase and imposed CAATSA sanctions in 2020, restricting access to sensitive defense technologies. The F-35 is considered one of the world’s most advanced fighter jets, with unit costs exceeding $100 million for the most expensive variants.
