Critical Kavala vote in the Council of Europe

The Committee of Ministers of the Council of Europe has decided to hold a new vote on the ECHR decision on Osman Kavala. The Committee will vote on initiating a violation procedure related to the decision of the European Court of Human Rights on Osman Kavala.

According to Kayhan Karaca of DWI, the critical vote will take place on Wednesday, February 2 in Strasbourg. If a sufficient majority is achieved in the Committee of Ministers, the violation procedure related to the Osman Kavala file will be officially initiated. This procedure will go down in history as the first violation procedure against Turkey and the second violation procedure in the history of the Council of Europe. Previously, a similar procedure had been raised only in a case against Azerbaijan.
