In its Telegram announcement, Hamas emphasized its readiness to “immediately enter negotiations through mediators” in order to clarify the terms and details of such an arrangement.

Alongside the hostage issue, Hamas indicated support for transferring Gaza’s administration to an independent body composed of Palestinian technocrats. The group stressed that this governing mechanism should be rooted in “Palestinian national consensus” and backed by Arab and Islamic states, signaling an openness to step back from direct administrative control while retaining political influence.
