In the first 6 months, a constitution will be drafted. Afterward, the constitution will be put to a referendum. During this period, a population census will be conducted, and voter rolls will be updated. New political parties will be established according to the constitution. Then, elections will be held under the supervision of the UN. The party that succeeds in the elections will take over the administration, and thus the transitional government will come to an end. This process is supposed to be completed in 18 months, and the parties elected by the Syrian people will begin governing the country.

For this to happen, a transitional government representing Arabs, Turkmen, Kurds, and Alawites should be established. The first step must be correct. Given the heavy price paid for Syria, Turkey is not expected to withdraw from the process in the new phase. Turkey has been the country that paid the highest price in the Syrian conflict.

Turkey must act with the mission of a great power. As valuable as the efforts made so far have been, the process of rebuilding a new Syria is even more crucial.
