New measures from Turkey: Entry & Exit to 30 cities banned and curfew for under-20s

President Erdogan announced very important new measures to cope with coronavirus epidemic at 20:30 on 3 April 2020. You will find below most important points regarding new measures.

“We are adding new ones as of tonight to the steps we have taken in the context of fighting the epidemic. We were controlling our citizens travelling in their own cars between the cities.

1) As of tonight, we are closing 30 big cities our country and Zonguldak province to vehicle entries and exits. It will not be allowed to enter these cities except for the necessary needs such as food cleaning and logistics vehicles.

Provincial pandemic and provincial hygiene institutions will develop these measures themselves, according to their needs. We have banned vehicle entry and exit in 30 metropolitan areas and Zonguldak for 15 days.

2) We also have curfew restrictions imposed on Under-20s. January 1, 2000 births will not be able to leave the street from tonight onwards”.

3) Also it will be obligatory to wear masks at crowded places such as markets, factories etc.

4) Crowds will not be allowed

5) Social distance will be kept as 3 steps between our citizens.”

The President stated that citizens not complying to above would not be tolerated and punished. He also emphasized that the aid campaign started by the government was continuing with success. He did not fail to slam the opposition for trying to tackle the campaign started by the government. As known metropolitan municipalities run  by CHP had also started aid campaigns and in fact a day earlier than the government. The Minister of Interior had sent instructions to governors to halt said campaigns (by municipalities) upon which donation accounts of said municipalities were blocked by banks.

The Ministry of Internal Affairs has sent an additional circular with exceptions in order to ensure the unity of practice between young people between the ages of 18 and 20 under the curfew to 81 Provincial Governorships. Accordingly, those who are between the ages of 18-20 and who work in public institutions and organizations, who demonstrate their regular work in the private sector with a social security document, and seasonal agricultural workers, will be exempted from the curfew. Those who are exempted from the curfew will have to have documents that will prove that they are covered by the exception and show them during the audits.

In the circular sent by the Ministry to the governorates, it was emphasized that many measures have been taken by the relevant Ministries, Governorates and public institutions and organizations within the scope of combating the new type of coronavirus outbreak.

Finally, with the recommendation of the Ministry of Health and the Scientific Committee, upon the instructions of President Recep Tayyip Erdoğan, it was stated that a circular regarding “City Entry / Exit Measures and Age Restriction” was sent to the governorships on April 03 and some new measures were started to be implemented. It was stated that the regulation, which temporarily prohibits those born after 01.01.2000 in this context, caused some hesitation in practice.

2- Having a regular job in the private sector and documenting this situation with a social security registration document,

3- Seasonal agricultural workers, who have an important function in terms of continuity of agricultural production and whose planning, travel and accommodation conditions between provinces are regulated by our Circular No. 6202 dated 03.04.2020, are exempt from the curfew imposed by the Ministry Circular No. 6235 dated 03.04.2020. held. These exceptions will not apply to those born (after the age of 18) after 01.01.2002.

Those who are exempted from the curfew will have to have documents proving that they are within the scope of the exemption and to present them during the inspections.

In the circular sent by the Ministry; He asked the governors / district governors to take the necessary decisions regarding this situation immediately, not to cause any problems in practice and not to cause victimization.
