Turkey’s Interior Ministry publishes circular on “gradual normalization”

INTERIOR MINISTRY CIRCULAR ON RESTRICTIONS

The Interior Ministry has issued a circular on the third phase of gradual normalization, which will begin on July 1, when curfews and restrictions on long-distance travel will end. According to the circular, all businesses and cinemas that closed under Covid-19 measures will reopen from July 1. All businesses will be able to serve from July 1 between the opening and closing hours determined according to the subject of activity in their licenses.

The circular sent by the ministry is as follows:

In the Presidential Cabinet of 21 June 2021, it was evaluated that the following measures should be implemented as of Thursday 1 July 2021 as part of the third stage of the gradual normalization process.

  1. CURFEW AND INTERCITY TRAVEL RESTRICTIONS

Curfew restrictions (including weekdays and weekends), which are currently being applied in accordance with the principles set out in our Circular No. 8878 dated 01.06.2021, will be continued until 05.00 on Thursday, July 1, 2021.

From 05: 00 on Thursday, July 1, 2021, the curfew and intercity travel restrictions imposed accordingly will expire on weekdays without weekend separation, and the curfew and intercity travel restrictions will not apply from the specified date.

  1. ACTIVITIES OF WORKPLACES

Provided that all measures and principles determined for their field of activity are followed in the epidemic management and work guide of the Ministry of Health;

2.1 All businesses that have already been decommissioned will be able to operate again from Thursday July 1, 2021.

2.2 Cinema halls, whose activities are interrupted in accordance with the demand of the sector, will operate from Thursday, July 1, 2021.Dec.

2.3 Restrictions on the number of people who can be at the same table at the same time in the open or closed areas of food places from Thursday, July 1, 2021, will not apply, provided that the rules on the distance between tables and/or chairs specified in the epidemic management and Study Guide are followed.

2.4 Existing restrictions on playing games such as card games etc in the establishments like coffee shops (kahvehane) will be terminated from Thursday, July 1, 2021, and games will be allowed to be played/played.

2.5 From Thursday, July 1, 2021, when curfew restrictions will expire, all businesses will be able to operate within the opening and closing hours set by the relevant administration in accordance with the subject of activity in their licenses.

2.6 music broadcasts (including live performances), which currently end at 22: 00 in accommodation facilities and 21: 00 in other places, will be available from 1 July 2021 until 24: 00 until a new decision is made on this issue.

2.7 Additional restrictions imposed by our relevant circular on places such as parks, gardens, campsites, picnics/promenade will be lifted from Thursday, July 1, 2021, subject to compliance with the rules and principles set out in the epidemic management and Study Guide.

2.8 There will be no hookah (nargile) service in any workplace, including accommodation facilities.

  1. MEETINGS / EVENTS AND WEDDINGS

Provided that the rules and principles established in relation to each activity/activity and cleaning, mask and distance rules are followed in the epidemic management and study guide of the Ministry of Health;

3.1 NGOs, trade unions, public professional organizations, cooperatives and unions of all kinds, including the General Assembly with broad participation of all activities and meetings, demonstrations or marches in the open area which is still valid per person for minimum 6 square meters divided into 4 square meters closed area to be made on the application will be continued in the same manner.

3.2 Wedding and wedding ceremonies;

Food / beverage can be served. Music broadcasting, including live music performance, can be performed until 24: 00.

Until a new recommendation is made by the Ministry of health, only games, dances, halays or demonstrations can be held at weddings and weddings that do not constitute a violation of the physical distance rule.

At wedding/wedding ceremonies (except for the requirement that there is a minimum space of 6 square meters per person, which is still applied for closed places), the participant limit will not be applied.

Village weddings will be allowed from Thursday, July 1, 2021, and whether Street weddings (in provinces, districts and resorts) will be allowed from the specified date will be decided in Provincial/District Hifzissihha boards.

Activities such as circumcision, sighting and henna will be allowed after July 1, 2021, as previously announced.

3.3 activities such as concerts, festivals, youth camps will be allowed, provided that 4 square meters of space is left in minimum open spaces per person, 6 square meters in closed spaces, and the rules and principles specified in the epidemic management and Study Guide, as well as the principles of cleanliness, mask and distance.

  1. PUBLIC TRANSPORTATION MEASURES

Provided that the rules and principles set out in the epidemic management and study guide regarding public transport and cleaning, mask and distance rules are followed;

4.1 passenger/seat capacity restrictions on all public transport in the city and/or intercity will be discontinued from Thursday, July 1, 2021.

4.2 restrictions on the use of public transport in the city for our citizens aged 65 and over and young people/children under the age of 18 will be lifted from Thursday, July 1, 2021.

  1. MEASURES FOR ACCOMMODATION FACILITIES

5.1 The application of restrictions and measures imposed by our relevant circulars for accommodation facilities will be lifted provided all rules and principles introduced in the epidemic management and Study Guide, as well as cleaning, masks and distance rules,

5.2 In entertainment and events to be held in the open or closed areas of accommodation facilities, compliance with the physical distance rule, as well as other procedures and principles contained in the epidemic management and Study Guide in accordance with the subject of activity, will be ensured.
