What Will Turkey’s 2026 Revaluation Rate Mean for Taxes and Penalties?

As the year draws to a close, attention turns to the revaluation rate that will determine the increase in many taxes, fees, and fines for the following year. Since the revaluation rate is not set by any individual or institution but instead follows a formula, it is an entirely predictable figure.
The revaluation rate is revealed when the Turkish Statistical Institute announces the annual average Producer Price Index (PPI) as of the end of October. One important detail is that it is not simply the year-on-year change from October 2024 to October 2025. Instead, the calculation compares the average of the most recent 12 months, including October, with the average of the preceding 12 months. This makes the result less sensitive to short-term monthly fluctuations.
Possible Scenarios for 2026
Based on different assumptions about how producer prices may change in September and October, the revaluation rate is expected to hover around 25 percent. If prices rise 1.5 percent in both months, which seems likely, the rate will stand at about 25.25 percent.
Impact on Traffic Fines
Unlike taxes, where the president has some authority to adjust the final rate up or down, fines are directly tied to the revaluation rate. This means that traffic penalties for 2026 are already almost certain. A red light violation that costs 2,714 lira today will rise to roughly 2,708–2,719 lira depending on rounding, reflecting a 25.25 percent increase.
Effect on Property Tax and Motor Vehicle Tax
The revaluation rate affects not only fines but also key household taxes. Property tax is automatically applied at half of the revaluation rate unless a different decision is made. This means an increase of around 12.62 percent in 2026.
For motor vehicle tax, the president has the authority to lower the rate significantly or raise it beyond the revaluation percentage. However, for the past two years, it has been applied at the exact revaluation rate, and 2026 is expected to follow the same trend.
