DEVA Party leader BABACAN says opposition has completed system study
Ali Babacan, Chairman of the Democracy and Progress (DEVA) Party, said “We have put our work on the table consisting of six parties on the study of the parliamentary system, where six political parties have come together. Other political parties put their work on the table as well. In the end, a 99 percent agreed system study has been completed.”
Babacan, the Leader of the DEVA Party, came to Konya to attend a district congresses of his party. Ali Babacan who met with members of the press at a hotel in Konya, evaluated the agenda. He shared the following:
“We are working on the parliamentary system. We have completed our own preparation related to this study in December 2020. So we completed it a year ago. We have prepared a constitutional amendment text of article 74, the codification of which has been completed, with its grounds. A package that is ready to be submitted to the Constitutional Commission in the Parliament. But we didn’t share it with the public. The reason is, a change in the system requires a change in the Constitution. You can amend the Constitution only and only on the basis of a memorandum. In our recent history, there has never been a Parliamentary arithmetic in which a single political party could change the constitution on its own. There is a very strong possibility that this will be the case after the upcoming elections. If you are going to amend the Constitution, you need to look for a ground of agreement with other political parties. Otherwise, you will explain it as a party, and you will put your seal under it, and you will say, This is my constitutional work. Okay. Let me see the application. It won’t work.”
“Therefore we said to the other political parties, “you finish it too, if you want a parliamentary system, finish the work; after that, let’s sit down, let’s start talking.” When they said, ’We’re done’, after that, we put our work on the table, consisting of six batches. Other political parties with work also put it on the table. We then collated these studies. We have studied the differences between these studies and consulted. In the end, a 99 percent agreed-upon system study was completed.”

Thus, Turkey, for the first time in our recent political history, we will have shared the system change work of six parties by consensus. This is an important acquisition.”
