Economy in Turkey: Anti-Dumping Decision Will Strengthen Domestic Steel Production

Kibar Holding CEO Haluk Kayabaşı stated that proactive and long-term measures against dumped imports in Turkey would pave the way for new investments, adding that the anti-dumping decision would act as a lifeline for domestic steel production.

Anti-Dumping Application Concludes as Ministry Acts Against Unfair Imports

The anti-dumping application filed by the iron and steel sector in response to rising import pressure has now concluded. The Ministry of Trade ruled that products imported into Turkey—primarily from China and other Far Eastern countries—were entering the market at unfairly low prices and below accepted quality standards, creating unfair competition in the domestic market.

Based on this assessment, an anti-dumping duty of 3.95 percent has been imposed on the relevant imports.

With the decision coming into force, competition conditions in the sector are expected to become more balanced. The regulation is anticipated to protect domestic producers, strengthen the iron and steel industry, and contribute positively to the Turkish economy.

“Anti-Dumping Will Be the Key to New Investments”

Commenting on the decision, Haluk Kayabaşı emphasized that permanent and proactive measures against dumped imports would unlock new investments.

“Stainless steel is among the most strategic and indispensable inputs of modern industry,” Kayabaşı said.

According to ForInvest, stainless steel plays a critical role across many high value-added sectors, from automotive and healthcare to food, energy, household products, and the defense industry. However, dumped pricing practices observed in Asia and the Far East not only distort competition in the domestic market but also weaken the investment capacity of local producers.

Kayabaşı stated that the sanctions imposed by the Ministry of Trade would serve as a strategic shield for domestic producers and support sustainable growth in Turkey’s stainless steel industry.

“Turning such a strong product into an import-dependent one would be a major loss for our country,” he said. “Protective trade policies applied worldwide set strong precedents and provide vital support for local manufacturers. Anti-dumping will be the key to new investments.”

“Stainless Steel Is a Strategic Input for Many Industries”

Highlighting that a new chapter is opening for Turkey’s stainless steel sector, Kayabaşı underlined the strategic importance of the material across multiple industries.

“Stainless steel is a strategic input for many sectors. Supporting domestic production capacity that can turn this raw material into finished products is of vital importance,” he said, adding that Kibar Holding fully supports policies that add value to the national economy.

Kayabaşı also detailed the expected impact of the 3.95 percent anti-dumping duty.

Currently, domestic production meets only about one-third of the industry’s growing demand. Turkey’s annual consumption of cold-rolled stainless steel stands at around 400,000 to 450,000 tons, with imports accounting for nearly 80 percent of that volume.

“With the other domestic producer, we have the capacity to meet up to 90 percent of total domestic market demand,” he noted.

Strengthening local production, Kayabaşı explained, is crucial not only for reducing the current account deficit but also for achieving strategic industrial independence. He expects production volumes to rise significantly following the Ministry’s anti-dumping decision, alongside higher capacity utilization rates and lower unit production costs.

“Most importantly, employment will increase, investment appetite will be revived, and our country’s competitiveness will improve,” he said.

According to Kayabaşı, a strong industrial ecosystem supported by the Ministry will ensure long-term investments and the development of value-added production. He stressed that stainless steel forms one of the backbone sectors of Turkey’s industrial growth.

“This step will further strengthen Turkey’s position as a regional production hub rather than just a consumer,” he concluded. “As a result, our sector will become a globally influential player.”
