Turkey’s Ministry of Finance and Treasury announces tax and fee increases for 2024

TAXES FINES IN TURKEY

The General Communiqué on the Tax Procedure Law, prepared by the Revenue Administration of the Ministry of Treasury and Finance, has been published in the Official Gazette.

In this context, the determining factor for the rate of increase in certain tax and fee amounts, the revaluation rate, has been determined as 58.46% for the year 2023. According to the Communiqué, the revaluation rate, in accordance with the Tax Procedure Law, is the average price increase rate in the domestic producer price index of the Turkish Statistical Institute for the October of the year in which the revaluation is to be made (including October), compared to the same period of the previous year. This rate needs to be announced in the Official Gazette by the Ministry.

The regulation also states that previous communiqués on this matter are still in effect.

Passport fees will also be increased. With this decision, the passport fee for up to 6 months will be raised to 1,638.5 Turkish Lira, for 1 year to 2,395 Turkish Lira, for 2 years to 3,912.4 Turkish Lira, for 3 years to 5,557.2 Turkish Lira, and for durations longer than 3 years, it will be increased to 7,832.7 Turkish Lira.

There will also be an increase in phone fees. In 2024, the IMEI registration fee for phones brought in by passengers from abroad will be raised to 31,692 Turkish Lira.

Driving license fees will also see an increase. With this decision, the fee for an A-class driver’s license will be 1,308.7 Turkish Lira, and the fee for B-class driver’s licenses will be raised to 3,945.3 Turkish Lira.

Traffic fines are also being raised. Running a red light will incur a fine of 1,506 Turkish Lira, incorrect parking fines will be 690.89 Turkish Lira, and exceeding the speed limit by 10% to 30% will result in a fine of 1,506 Turkish Lira. Exceeding the limit by more than 50% will result in a fine of 6,439 Turkish Lira. The fine for driving under the influence of alcohol will range from 6,439 to 12,977 Turkish Lira. Using a mobile phone while driving will incur a fine of 1,510 Turkish Lira.

For trucks, trailers, and buses, not having a tachograph, and for taxi cars, not having, not using, or having the meter in a non-functional state will result in a fine of 3,136 Turkish Lira. Bringing an uninspected vehicle into traffic will incur a fine of 1,507 Turkish Lira, and putting a vehicle into traffic despite receiving an unsafe report after inspection will result in a fine of 3,136 Turkish Lira. Driving a motor vehicle without a valid driver’s license will incur a fine of 13,978 Turkish Lira, driving a motor vehicle with a canceled driver’s license will result in a fine of 12,978 Turkish Lira, driving a motor vehicle with an expired driver’s license will incur a fine of 2,610 Turkish Lira. Not carrying a driver’s license while driving and not showing it when requested by authorities will result in a fine of 1,507 Turkish Lira. Driving under the influence of drugs or stimulants will incur a fine of 33,240 Turkish Lira. Failure to comply with overtaking rules while passing the vehicle in front will result in a fine of 1,507 Turkish Lira.

Inspection fees will also be increased. A 25% discount will be applied if traffic fines are paid within 15 days of being issued or declared. In the new year, the vehicle inspection fee for cars and minibusses will be raised to 1,821 Turkish Lira.
